Profile

The Pembina Valley Development Corporation (PVDC) is a regional development corporation incorporated under Manitoba law in July of 1964. PVDC is owned and operated by 13 municipal governments in the Pembina Valley Region of Manitoba (Figure – 1). The Corporation partners with: the Province of Manitoba – Department of Agriculture Food and Rural Initiatives, other government departments – provincial/federal, business/industry, community development corporations (CDC’s), local chambers of commerce, education and training facilities, and other community partners to facilitate economic growth in the region. PVDC’s mission clearly states that the Corporation is to facilitate, develop, and implement the creation of an economic, social and sustainable environment that encourages development in all sectors of the economy to the benefit of the Pembina Valley Region and the Province of Manitoba
To ensure that the PVDC continues to foster the growth and development of its relationship with its partners it has through a consultation process with its municipal and business members prepared this Corporate Profile. The stakeholders or the Corporation including its 13 member municipalities and 2 Corporate members want to ensure that the activities that the Corporation undertakes to achieve its mission are complementary to Manitoba Agriculture Food and Rural Initiatives activities and to the overall strategic framework for the Province of Manitoba.



Pembina Valley Region



Background

Pembina Valley Development Corporation (PVDC) was incorporated by letters patent dated the 7th day of July 1964. Under the incorporation the mandate of the PVDC was,
“To promote, encourage and assist, the economic development and programs that will assist the economic development of a region in the province compromising all the areas which lie within…”
(Province of Manitoba Supplementary Letters Patent, May 1, 1970)

The mandate of the Corporation over its 43-year history has evolved through numerous strategic planning sessions and today its mission statement reads,

“The PVDC will facilitate, develop, and implement the creation of an economic, social, and sustainable environment that encourages development in all sectors of the economy to the benefit of the residents of the Pembina Valley Region and the Province of Manitoba.”

This mission clearly cannot be achieved in isolation and based on the vast experience that the municipal and corporate members bring with them to the Corporation there is a clear understanding that partnerships are essential if the mission is to be achieved.


Stakeholders

As outlined the PVDC is a municipally owned and operated corporation. That is the 13 municipalities (Table – 1) that make up the PVDC are the primary stakeholders and provide a board which gives direction and leadership for the activities that the Corporation undertakes both in the short and long-term. The directors bring a great deal of knowledge and experience to the Corporation in areas of municipal affairs, business, agriculture, and administration.
In addition, to the municipal members the PVDC has Corporate and Ex-Officio members who provide business, professional and government experience helping the Corporation to enhance the business environment and to achieve its goals. The Corporate members include the Canadian Imperial Bank of Commerce (CIBC), and Four local Credit Unions (Altona CU, Heartland CU, Agassiz CU, Dufferin CU). PVDC is continuously working with corporate members/partners to develop and implement new initiatives in the region. Ex-Officio members include Manitoba Agriculture Food and Rural Initiatives staff.
Other partners from the local level that the Pembina Valley Development Corporation works with include local business/industry, chambers of commerce, community development corporations (CDC’s), and Secondary/Post Secondary and training institutions that can assist in the development of local and regionally driven projects.
